Eastport is an awesome place to live.  I was born and brought up in Annapolis, attended the United States Naval Academy, served in the Navy for 28 years, and more than a decade ago I came back to the place I love.  With leadership experience in the Navy and cause-related non-profit organizations, I am ready to commit my time and that experience to “give back” and make Eastport even better.

Ward 8 needs a leader who will represent the voice of the neighborhood:

  • Eastport needs a leader who is focused on public safety, responsible growth, and protecting access to the water that surrounds us and makes Eastport so awesome.  
  • Eastport needs an alderman who can commit himself – full-time – to do the job of protecting the needs of the residents.  
  • Eastport needs a leader who has a proven track record of effective communication – ensuring your concerns will be heard, responded to and acted on in a timely manner.
  • Eastport needs an alderman who will represent Ward 8 on the City Council with knowledge and experience to ensure that our voices are heard, and our interests are well-served.

These are critical times in Eastport – while we continue to enhance our community, we must also intentionally preserve what we love about Eastport.

Proven Leadership Commitment to Serve 

About Frank Thorp

The son of a World War II veteran, local businessman and civic leader, and an active community volunteer, Frank was born in Anne Arundel General Hospital and lived in Eastport and Annapolis until he graduated from the United States Naval Academy.   

A qualified Surface Warfare Officer, Frank transitioned into Navy public affairs, serving in roles of increasing responsibility as the spokesperson for the Chief of Naval Operations and the Chairman of the Joint Chiefs of Staff.  Achieving the rank of Rear Admiral, Frank served as Deputy Assistant Secretary of Defense and ultimately as the spokesperson for the United States Navy as the Chief of Information.  

Following his 28-year Navy career, Frank worked in the corporate world for a short time until he returned to service-related roles as Chief Marketing Officer for USO Worldwide and most recently as President and CEO of the United States Navy Memorial.  Upon leaving the Navy Memorial after eight years in June of 2024, Frank was presented the Secretary of the Navy’s highest civilian award for public service, the Distinguished Public Service Award.
